Jolteon (Rising Rivals 26)

This card goes very well with Eevee from rising rivals, and that's its problem. Jolteon evolves from Eevee, so, why so much connection the higher evolved stage pokemon should be better than the lower stage evolution pokemon ,but then why devolve.
